As of mid-May 2026, according to the Unified State Register, nearly 22,000 foreign citizens have registered as individual entrepreneurs in Ukraine. One out of every four foreign entrepreneurs operates in Kyiv. Almost one-third of all foreign individual entrepreneurs are engaged in retail trade, and one in five holds Russian citizenship. This information was reported, referencing "Opendatabot." ### How Many Foreign Entrepreneurs Are There? Currently, there are 21,967 foreign entrepreneurs registered in Ukraine. On average, since the onset of the full-scale war, 1,896 foreign individual entrepreneurs have been established each year. A quarter of them, totaling 5,216, are registered in Kyiv. Kharkiv region ranks second with 3,506 entrepreneurs, followed by Odesa region with 3,295 individual entrepreneurs. Together, these three regions account for nearly 55% of all foreigners who have started their businesses in Ukraine. ### One in Five Foreign Individual Entrepreneurs in Ukraine Is a Russian Citizen According to analysts, Russian citizens make up the largest group among foreign entrepreneurs, accounting for one in five (4,593). They are followed by citizens of Vietnam (1,994), Azerbaijan (1,635), Uzbekistan (1,469), and Moldova (1,118). Collectively, nearly half of all foreign entrepreneurs originate from these five countries. ### One in Three Is Involved in Retail Trade Opendatabot notes that the majority of foreigners in Ukraine work in retail trade, with 6,346 individual entrepreneurs. Other popular sectors include warehousing (2,746), wholesale trade (1,732), HoReCa (1,703), and the IT sector (1,624). It is worth mentioning that as of April 1, there are slightly over 1.5 million registered companies in Ukraine. Furthermore, more than 817,000 Ukrainians were employed in 2025. Last year, a total of 302,000 entrepreneurs in Ukraine had hired workers. Currently, one in seven individual entrepreneurs is creating jobs.
